My guess (because there's not enough info to go on), is that the config files on server 1 were modified manually in some way. So internally both machines are using the same config, but server 1 can't write it to disk (because it doesn't want to overwrite whatever changes the admin made).

I'm also guessing that Joe is using an old-ish version as we improved the CIB's behavior in such cases a while ago (we move the "bad" config out of the way and keep writing to disk).
