I may be off here, but when I started using DRBD late last year, several of the sites stated that the HB GUI could NOT be used to configure DRBD in it's current state. That may have been prior to the 2.1.3/Pacemaker load though. Linux HA, in my configuration, definately promotes DRBD from standby to Primary on failovers, and I believe it does so on a complete system startup as well. This is the XML I used to load my DRBD configuration. It's real basic and doesn't have any fencing or constraints. Once this has been added to the cluster, you can modify those via the HB_GUI (I think).
