Yes, haresources should be the same on both nodes. Each node takes actions based
on it's copy of the file. if they are different then when one stops a resource
the other won't be starting the same resource.
there may be a very few cases where something like a network interface or disk
partition may need to be defined in the haresources file where it can be
liegitimate for them to be different, but there are not many cases like this.
