Yes, of course, that seems to be logic. This might be the solution. It would be
very helpful if you post your cib.xml so that I can compare it with mine.

I'm using DRBD 8.2.6.
Are you using the OCF RA (drbd) or the heartbeat RA (drbddisk) in order to use
DRBD with heartbeat? As you can see, I've tried using the heartbeat RA.
