Because that's the project default; it's only built if explicitly
requested.

It's too late to change that for 2.1.x, as building it would incur
additional dependencies, and there also won't be another 2.1.x release.

I'd suggest that you recompile the packages yourself with
--enable-snmp-subagent if you need that functionality.
