Sorry, my first try to answer was a mistake.

Think, if you want to manage the apache and the address with heartbeat so
that the apache and the address can switch to the second node if the first
fails, you MUST start and manage both apache and the virtual address from
heartbeat, not at boot time of the machines.

Why you use the haresources-File? Is this heartbeat version 1? I use
linux-ha Version 2 on SLES with virtual address for a NFS server. I dont use
haresources. I set up native resources from class OCF for Ipaddr and NFS. I
decided to write an order, so that NFS starts after IP setting, because if
the IP isnt ready, the NFS Service is senseless. I also wrote an collocation
between Ipaddr and NFS resource, so that these two resources every time run
on the same node. I wrote the whole setting with hb_gui, the GUI from
Version 2. Set up or switch the IP address works fine.
