I don't think there is any defect. I am using the Debian pgsql 8.3 packages and the shipped RA did not seem to work with it out of the box, and I needed a quick and dirty solution (the DB failover isn't the most important component of this setup by far) so I just stuck the Debian LSB init scripts in place of it.
