It seems the remaining node doesn't have a "master" preference.
I see one for vtzdb03

Although I can see it tried to set one:
crm_master[5105]: 2008/10/20_15:53:19 info: Invoked:
/usr/sbin/crm_master -v 10 -l reboot
Somehow it got erased at some point.
I'd really not recommend using 2.1.3 with master/slave resources though.
I'd highly recommend upgrading - it may even fix this issue.
