That is the is_managed attribute of the resource.
is_manged="false"
Add it via the GUI (tab "attributes") or via the command line tool cibadmin.
Are you sure about this?
Iirc, for is-managed=false resources the cluster did only not react on
detected failures but the monitoring was continued.
To really disable a monitor op, you'd have to either delete the op from
the cib or set enabled="false" for the particular op.
Not sure whether thats true for 1.0 though.
