i wouldn't call it KVM OCF RA when you call virsh(libvirt). with
libvirt you can also manage xen and others and is not directly related to
KVM. it is more a VIRSH OCF RA. you then need maybe also a libvirtd OCF 
RA for starting and stopping the libvirt daemon.

in meta-data you mention in actions the "reload" function, but you are
not providing one in your script. This will result in an failcount
increase if you change the cib for this resource. also remove
"migrate_from" and "migrate_to" from meta-data actions.
