hb_report can grab the data for things that happened in the past - no
need to reproduce the problem
-A and -t are the relevant options IIRC

Well yeah... its an LSB script not an OCF one.
OCF scripts live in /usr/lib/ocf/...

I'm not even sure how you could invoke a script in /etc/init.d for an
OCF resource.
