fencing is not possible in this split-site situation.

Definitely get dopd working with DRBD/HA.  On loss of DRBD connectivity the
secondary node will be marked as 'outdated', this will stop HA from
promoting it to primary which could happen in a split brain scenario.

dopd would not help if the link between the two sites is not reliable.

Split site -> No heartbeat comm -> No dopd.
