This would also be a problem if a host is configured not to respond to
ICMP, so you can not be sure that the IP isa unused just because the
machine is niot responding. It might be configured os, or even just turned
off for some maintanance. I totaly agree with Michael Schwartzkopff on
ths beeing the task of the administrator rather than the cluster.
