I am using pacemaker myself, so I cannot guarantee whether my answers

I believe the other node is also rebooted if it is completely
unreachable by network and serial connection. This may lead to a
"whoever shoots first wins" situation.

I don't think it ever commits suicide, but I'm not sure.
