I have changed path in Apache of ocf script
from
#. ${OCF_ROOT}/resource.d/heartbeat/.ocf-shellfuncs
to
. ${OCF_ROOT}/usr/lib/ocf/resource.d//heartbeat/.ocf-shellfuncs

After that I have changed my cib.xml on:

        <primitive id="apache" class="ocf" provider="heartbeat"
type="apache">
           <operations>
             <op id="apache-app_mon" interval="5s" name="monitor"
timeout="5s"/>
           </operations>
         </primitive>

And as I can see Apache has started successfully:

Resource Group: app_group
    virtual-app-ip      (heartbeat::ocf:IPaddr2):       Started aps-3
    fs-app      (heartbeat::ocf:Filesystem):    Started aps-3
    apache      (heartbeat::ocf:apache):        Started aps-3

Question:

Why I received error when I try to use ocf-tester script:

sudo ocf-tester -n apache
Beginning tests for ...
* rc=127: The meta-data action cannot fail and must return 0
* rc=127: Validation failed.  Did you supply enough options with -o ?
Aborting tests

sudo ocf-tester -n proc_apache -o configfile=/etc/apache2/httpd.conf
Beginning tests for ...
