one breakpoint would be if the heartbeat broadcasts grow in size as more nodes
are part of the cluster, when that message grows from fitting in one packet to
requireing multiple packets the reliability of the heartbeat drops drasticly.
I haven't looked at the heartbeat protocol in enough detail to know if this
would be a factor or not.
