A followup to my "ugly hack" solution involving restarting heartbeat
on secondary a minute after boot:

Now, it would seem, no matter who I reboot and in what order, or
simultaneuosly, one server always gets the service.

Now, what I did (restarting heartbeat one minute after boot on the
secondary  machine) is an admittedly disgusting solution.

If the primary machine spends exactly one minute doing fsck, I will be
fscked (pun intended).

But this reduced the likelihood of this happening.

I would probably want to hide what I did at a hypothetical job
interview, but it is good enough considering two weeks of getting
nowhere.

I want to thank Dimitri, David, Serge, and the rest of the helpful,
inasmuch as was possible, linux-ha crew. Thanks for your help,
support, and patience.
