If it is justified, why not? It's not something unheard of: # rpm -qlp nagios-plugins-oracle-1.4.15-2.el5.x86_64.rpm /usr/lib64/nagios/plugins/check_oracle There are plenty of packages out there with no files at all, by the way. They serve as "meta" package, just to pull n proper dependencies.
