We're currently discussing the spec and the problems with it on the
Linux Foundation HA Working Group mailing list; I suggest to move this
thread over.

Uhm, no, it is not; the file in my checked out copy is a txt file.
Perhaps it got converted by the age-old CVS gateway; that site is no
longer actively maintained, we're just now working on fixing that.
