Too long to explain : but in short it is for "maintenance team" of a cluster to be able to temporarily avoid fencing due to the "Flush delayed" problem in case of resources relocate, which randomly leads to monitoring failed and therefore fence ... whereas it is not a valid error, it is a bug (I've opened another thread on this ML about this Flush delayed problem) Alain

In addition it is possible to do a dump of the actual configuration before doing any modifications. That said...
