This error is pretty straight forward, there is not
/etc/init.d/{cups,iptables} script.

Yes, the first time you run it, it works, this is a bug. However
subsequent attempts result in:
# lrmadmin -A sshd lsb sshd NULL op monitor interval=30s
lrmadmin[18992]: 2011/12/12_05:01:22 ERROR: lrm_add_rsc(876): got a
return code HA_FAIL from a reply message of addrsc with function
get_ret_from_msg.
Failed to add this resource.

Also the resource name might be ssh, not sshd, check /etc/init.d/ directory.
