My past experience is that IPs are indeed quick and given my experience
with other clustered environments (HACMP, Veritas), 10-15 seconds for
Apache or MySQL is quite acceptable. Don't forget that the services have
to be stopped on the first node and restarted on the second node. I
think 10-15 seconds is reasonable.
