Which version of pacemaker are you using?

If you are using pacemaker-1.1.x, you should use pacemaker-mgmt-2.1.x:
https://github.com/ClusterLabs/pacemaker-mgmt/

For pacemaker-1.0.x, use pacemaker-mgmt-2.0.x:
https://github.com/ClusterLabs/pacemaker-mgmt/tree/2.0
