Interesting. There are absolutely no messages from sbd itself in your
logs, which is suspicious. It looks as if it isn't being started during
start-up of the cluster stack.

Which sbd/pacemaker version are you running?

However, you *do* have a daemon already claiming the watchdog device
(watchdog); that is incompatible with SBD, since under Linux, only one
process may claim the watchdog device.
