Yes. But that's mostly equivalent to setting them on the first resource
in the group.

That's one of the scenarios where utilization can actually help, and
make it easier to configure the cluster.
Make them all consume cpu="100", and have each node provide a capacity
of cpu="100"; then only one group can be allocated to any single node.
