Right. Though CIB is quite compressible. You can perhaps watch
the network and record packet size just to make sure that the
packets are well within the 64k limit.

No, that's the only thing MailTo can do. There are other resource
agents with similar role. Perhaps you can take a look at
ocf:pacemaker:ClusterMon.
