The other issue is epel packaging: unsupported obsolete heartbeat-3.0.4 should arguably not depend on bleeding edge tech preview packages in the first place. If anything, it should conflict with pacemaker & co. However, if epel maintainer has no time to make 30-second edit to /etc/init.d script I don't expect him to repackage the whole thing right in my lifetime.
