Your all nodes have "DISCONNECT" status
so Pacemaker can't promote PostgreSQL.

If you know which node has latest data,
you can change status using this command manually.
# crm_attribute -l forever -N {Node Name} -n "pgsql-data-status" -v "LATEST"
If you don't know, please delete all DISCONNECT status.
# crm_attribute -l forever -N a -n "pgsql-data-status" -D
# crm_attribute -l forever -N b -n "pgsql-data-status" -D
# crm_attribute -l forever -N c -n "pgsql-data-status" -D
After that, pgsql RA begins to compare data and promotes PostgreSQL
which has latest data.
