Hello, I wrote some time ago a small simple script, meant to be run from cron to automatically download kepler elements from the space-track.org, uncompress them, convert them to UNIX file, and put them into an folder you specify.
A small tool for the selectio/filtering/renaming of the data sets is on my todo list.
