TNCs don't manipulate the DCD line. KISS doesn't provide this
information either. It would be possible for SCC cards, TNCs with 6PACK,
Baycom style modems, but the DCD state is currently not visible from the
kernel. Usermode DAMA master cannot currently be done, except by
bypassing the kernel AX.25 layer.
