I'm not sure that you do actually setup the net/rom port
on scc0 !

The following works for me in setting up netrom in rc.local

nrattach -i 44.131.177.128 -m 236 netrom

ifconfig nr0 44.131.177.128 netmask 255.255.255.255

Where 44.131.177.128 is my machine's address.

BTW - Richard Adams is a lot better at this sort of thing
than I !
