Most likely not. You might be able to send packets out with that
address, although many ISPs block outgoing traffic not from their IP
address to prevent denial-of-service attacks. However, when the packets
need to come back to your systems, they are not going to know how to get
there.
You might be able to register as a gateway for a network of different
amateur stations, and get the routing assigned to you, but that's not
likely with a dialup connection.
