Let's split that question up:

 1. What is it?

    TNC stands for "Terminal Node Controller", but probably the best
    way to think of it is as the packet radio version of a telephone
    modem, but with some intelligence built in that just isn't there
    in the telephone equivalent.

 2. What does it do?

    It packages the data leaving your computer's serial port into a
    form suitable for transmission over the amateur radio bands using
    the AX.25 protocol and transmits the result. It also performs the
    reverse transformation on the data arriving from your radio.

 3. Where can you get one?

    I don't know the brazilian ham radio scene at all, so I can't name
    any particular shops. However, a good place to start would be your
    local ham radio emporium/shop/store/whatever.
