I presume we talking 27 mhz cb packet radio.

Check things like tx delay (to short)
Radios from danita and a few others need a very long tx delay because the
locktime for the PLL is so long, up to 400 millisconds.

Is your dcd set properly,
Make sure your modulation is not set to high, or to low, get someone to
compare your audio with another signal.

These are but a few things to look for, they are the common causes of your
problem.
