If your system does not have such a program (none that I have
seriously used does), change the time zone information file,
usually /usr/lib/zoneinfo/localtime.  Make it a copy of
(or a symlink to) the desired file in the same directory.

PS: by the way, does anybody know where to get time zone info
    files in a non-precompiled format and what tool to compile
    them with?
