nnnnn.dat is a document file. It is addressed by the FBB software for
online
consulting of satellite characteristics, providing the file exists.
It may be edited manually.

On the contrary, satel.dat is a binary file. You cannot edit it
manually.
It is managed by FBB software when the sysop changes the satellite
parameters from inside the satellite sub menu (option M). Of course
there is no reason to change other fields than the step parameter for
the computing of satellite pass or the beacon frequency for doppler
computing.

However Satel.dat is usually updated automatically via my utility
program satupdat* (Linux version computed by Jean Paul F6FBB). Please
see the satupdat.doc manual in order to find how to configure the
program.
It imports satellite keplerian elements from AMSAT message (NASA 2line
or AMSAT format) and updates the satel.dat file when the BBS software
reload itself (generally every night).
