It seems to be a feature of all netrom access/setup programs that you need to
add the ssid (even if it is -0) to all callsigns to be certain that it will
work.
eg "call netrom G1TLH-0" will always work but "call netrom G1TLH" will only
work if node broadcasts have occured and/or nrparms lines have been
successfully executed (or both, I have given up trying to work out the
circumstances, I ALWAYs put on the ssid for netrom connections).
