Need why to have it?
What want to AX25 Level use for?
I think you need to go visit your local ham radio club. Basicaly you
will need to sit an exam then apply to your local government for a
licence. In the UK this meant having to sit 2 papers and filling out
a form. In the US this meant having to take a paper for each license
(note the spelling) grade. The taking of morse code was not required
but is if I want to use HF (<30Mhz).
