The gateway registration and routing table are maintained by n7vmr.  I
suggest you take a look at http://www.fuller.net/Gateways/ and you should
find your answers there.  Since you are now running Linux, you should also
take a look at ftp://metalab.unc.edu/pub/Linux/docs/HOWTO/AX25-HOWTO
(particularly if you are going to do your ipip routing via the kernel).  

There is a mailing list for gateway operators (low volume, fortunately).
