This prob was discussed on the mailing list and Matthias Hensler
<[EMAIL PROTECTED]> had suggested the fix:

Actually, the file you've downloaded is not the source file, but itz a
compiled rpm version of the ax25-utils tar file. So you don't need any 
sort of making.

I don't actually know where it will be located in. But probably it will be
extracted in the usr and other dir. Try looking into /usr/sbin files like
sethdlc and all. If you've got it there, the ax25-utils is installed in
the appropriate locations.
