No, as you guessed already, it is a problem with glibc. Have a look
at
ftp://ftp.funet.fi/pub/ham/unix/Linux/packet/ax25/packages/libc6/rpm
There are the packages
ax25-utils-2.1.42a-3.i386.rpm
ax25-utils-devel-2.1.42a-3.i386.rpm
that should both be installed. With these packages, you do not
need to compile anything since it is a binary version of ax25-utils.
The second package, ax25-utils-devel-2.1.42a-3.i386.rpm, is
necessary for compiling other programs that use AX.25.
