help with ip forwarding

Hello...   I'm going to setup a packet gateway, using  IP-MASQUERADE on a red hat 5.1 platform but...  I have not been able to activate the ip-forwarding features... maybe there is somethings wrong on my .conf file, because at startup I get a:    "sysctl: ip forwarding off"    message.    who can help me ?   here is my .conf file:   #
