Unfortunately you are probably stuck with doing one of two things:
1) Use a delegated local domain one level deeper than ampr.org, i.e.
club.ampr.org, and the place all users in that such as
w9abc.club.ampr.org. You could then set up an authoritative namserver for
club.ampr.org. To legitimize this you would need to place NS records in
ampr.org for club.ampr.org, but if you can't touch the rest of the net very
well, it doesn't much matter.
(Brian K - Can ampr.org support NS delegation? I never tried.)
2) Easier yet, Invent a domain of your own and set up nameservers for it.
Again, if you can't touch the Internet anyway, it wouldn't even have to be
registered. You can propagate hosts files around, but sendmail likes DNS.
Beyond that, try like mad to find a host for a node where a nameserver
could be placed, a friendly ISP, or a user with a cable modem or DSL. Even
ISDN, but those ampr.org and 44.in-addr.arpa zone files are pretty big.
