Did you compile the ax25-utils on your own or did you install a rpm
archive? If you try the one from
ftp://ftp.suse.com/pub/projects/ham/i386/ax25util-2.1.42a-12.i386.rpm
you will find a "/usr/sbin/sethdlc" after installation.
