Have you attached the ax25 devices, and configured them via the files in
/etc/ax25?  If not, you need to do that first.  My web site has some
example configuration files available under

If you've done all that, the problem may be with permissions.  I was recently
bitten by this when I was installing the CLX cluster software.  It runs as
its own user, and I got the same error messages you did when trying to
connect to a remote cluster.

It turns out that my /etc/ax25 directory was owned by root (naturally) but
was not readable by anyone else.  Opening up the read permissions solved
the problem.
