I suppose this is kinda a weird fix but I dont' see any
reason why you couldn't run APRS and hook it to a
radio on a frequency that you have the liscense or
privledge to operate on.  If you would like to know
more about this idea just email me back.  I don't want
to go into a detailed explanation on something that
isn't feasable.:)
