You need to set the "b" (broadcast) flag on the route in ax25ipd.conf,
and also add the broadcast addresses in that file -- unfortunately, I don't
recall either the keyword name or the precise calls (I think NODES-0 and
QST-0, but I'm not certain). I think the ax25ipd.conf man pages shows
that line, though.
