Do you mean TCP/IP over an AX.25 link? It is quite like TCP/IP over Ethernet, 
at least with kernels 2.0.35 and higher.

You have to assign an IP address to the AX.25 network device you want to use 
for TCP/IP, make sure that the routing is correct and that a DNS/gateway is 
avaliable (commonly, your next TCP/IP-capable digipeater).

This should be enough to get started. For more information I'd reccomend 
reading more network reletad docs like the Net-3-HOWTO.

If you get it to work without it, then there's really no problem. Smdiag is 
"only" a diagnostic utility. But, if you experience problems, at least in 
decoding incoming packets, you'll have to get some other software that can 
assist you in setting up your soundcard properly. Unfortunately, I do not 
know about a program that can do this job easily.

Have a look at the /etc/rc*.d directory tree. You'll have to put your startup 
script under eg. /etc/init.d and set up links into the /etc/rc*.d directory 
that fits your runlevel (usually /etc/rc2.d). For naming conventions refer to 
the links that are already there. Somewhere under /etc/init.d (or 
/sbin/init.d) there should be a skeleton script available which may become 
handy as a template for one's own scripts.
