I know in Debian at least we try to reduce namespace clash because it
causes problems with the package managers otherwise. I believe Ian
(past Debian Project Leader) had some sort of rule of thumb for names to
reduce this problem.
Most of the hamradio programs have awful generic names that are asking
to be duplicated. I think there is a clash with ax25-apps program and
icecast or something too.

No, there is no way it can be registered. The distributions can impose
some order if they want to.
