ipip tunnel in kernel 2.2.13

Hello,
I am new in this list, please can anyone inform me if there is any problem
with the ipip tunneling in the above kernel ???(2.2.13). This kernel included
in the SuSe 6.3 distribution. I can setup the interface tunl0 but I can not
route any network or even host via this interface (munge script and encap.txt)
